This (the ACPE) is
just one of the several significant prophetic streams and it is meant to
be received just in that way ---that is, a report from one of the several
streams of prophetic ministries where they (the ACPE) are sharing their
"part" (for we know in part and we prophesy in part).
This prophetic
report should be most properly placed alongside the other revelation
coming forth from other prophetic streams to develop a complete picture of
what the Lord is saying to the church in this season of time.
Please note that I
will also be posting a composite word about the date of "March 3, 2003"
that many prophetic people are receiving as significant. We are not
stating that any given event is going to take place on that date but
yet there is a call to fast and pray on and around that date by many
prophetic voices. It should also be said that neither can we state that
nothing is planned by the enemy to happen on that date. But either way,
the solution is the same . . . prayer!
Chuck Pierce is
counseling that I combine Pastor Ted Haggard's word about March 3 with
Rick Riding's similar call...and place special emphasis on a call to pray
for the area
of San Francisco. More
than any other area, the prophets are receiving warnings and calls to pray
for San Francisco, along with the entire West Coast of the U.S. That word

We pray for and seek
the Lord's Sovereign protection and intervention against any attacks that
the enemy would plan.
Special note: It is my
expectation that the number of emails you will receive from the Elijah
List in the coming season will increase as we are entering into a season
of war, rumors of wars, and unprecedented calls to prayer and
intercession.

2003 Word of the Lord
Apostolic Council of Prophetic Elders
Once a year Dr. Peter Wagner of Global
Harvest Ministries convenes key prophetic leaders from around the nation.
These meetings are to dialogue over what we see God is doing in the Church,
in society, and throughout the world. In the past, prophets have been more
known for their independence rather than their accountability for their
prophetic revelation. These meetings have been very good to share insight
and gain more clarity over what the Lord is attempting to do today
throughout the world. Many times we discuss various regions that we feel
the eyes of the Lord are focused on so we can begin to target these areas in
prayer.
This particular group of prophets represents many of the prophetic streams
in our nation. This group is in no way exclusive in its membership or
presentation of what they believe God is saying to the Body of Christ. We
are also fully aligned with other roundtables that meet, and respect the
revelation that God is releasing through them as well. These are key
"times" to seek the Lord. We must hear from heaven to see our land healed
and the Kingdom of God advance.

(A word of explanation: Some of these words will be manifested in 2003 while
others will find their fulfillment over a longer period of time.)
2003 Will be the Year of the
Threes
It will be a time where the Purposes of God
with the release of the Presence of God producing the Power of God goes into
Acceleration.
Covenant Relationships
This is a year when God brings covenant
relationships in "threes". "Though one may be over powered by another,
two can withstand him. And a threefold cord is not quickly broken" Ecc.
4:12 (NKJV). God will be bringing people and ministries together in
covenantal relationships. Because of this, Satan will try and bring a
"covenant breaking" spirit. This spirit will try to break up these
covenantal relationships.
Unholy Alliances
Look and pray against unholy alliances of
three being formed on every level. This will include these alliances even
on a nation with nation basis.
Examples of the Year of the
Threes:
Year of the restoration and release of
Levites:
1. In ministry to the Lord
2. The beginning of the development of cities of refuge
3. To establish righteousness
The Holy Spirit will grant
revelation given about the third chapter of the Gospels of Matthew, Mark,
Luke, John, and the Book of Acts:
Matthew 3:
The John the Baptist forerunner anointing will be released with a word of
repentance and holiness. The emphasis will be on the baptism of fire.
Mark 3: Many healings will take place
and they will begin a breaking of the spirit of religion.
Luke 3: Corruption broken and those in
corruption coming to Christ. Luke 3:12 says, "Then tax collectors also
came to be baptized, and said to him Teacher, what shall we do?¹" Also,
look for a move of God in the military. Luke 3:14 says, "And the
soldiers asked him saying, And what shall we do?¹ So he said to them, Do
not intimidate anyone or accuse falsely, and be content with your wages.¹"
John 3: Governmental leaders coming to
Christ and governments changing. "There was a man of the Pharisees named
Nicodemus a ruler of the Jews. This man came to Jesus by night and said to
Him, Rabbi, we know You are teacher come from God; for no one can do these
signs that You do unless God is with him.¹" John 3:1-2
Acts 3: Notable miracles will take
place. We will begin to see wonders around the world and the raising of the
dead. Team ministry of the miraculous: "Now Peter and John went up
together to the temple at the hour of prayer, the ninth hour. And a certain
man lame from his mother's womb was carried, whom they laid daily at the
gate of the temple which is called Beautiful, to ask alms from those who
entered the temple: who seeing Peter and John about to go into the temple,
asked for alms: And fixing his eyes on him, with John, Peter said, Look at
us.¹" In the realm of the spirit, the beautiful gate has been opened.
This will bring us into the beauty 2003 church realm of gazing upon the
Lord. As we enter new levels of worship we will begin to see a release of an
empowering of the miraculous for the sick and the disabled.
2003 Church and
Resources
This is a year to "optimize." That means to
see things from a positive standpoint, or to take something and bring it
into fullness. Daniel 11:32 says "the people who know their God shall
prove themselves strong and do exploits for God!" To do exploits means
to take the resources you have and create new resources or bring them into a
new level of fullness.
1. 2003 is a year to optimize resources.
2. We need to reorganize for prosperity in the midst of war.
3. For the believer, war ends with the gathering of spoils.
Feeding the Poor
We clearly heard a word from the Lord that
cities would be restored through giving to the poor. In our meeting in 2002
two angels came and left two pots of gold. God is saying that he wants
transference of wealth. One of the reasons he wants to transfer it is for
the feeding of the poor. There is a direct connection that we felt between
giving to the poor and the transference of wealth. We prophesied the
release of this wealth into the hands of those who would feed the poor.
Since that time we have received testimonies of this happening on national
levels. Certain cities would receive either judgment or blessings based on
how they would give to the poor. (Sodom was judged because she did not
"strengthen the hand of the poor and the needy." Ezekiel 16:49) (other
scriptures were Amos 2:6-7, 4:7-8, Deut. 15:7-8, Pro. 14:37, and Prov.
22:22-23).
Year of Mysteries and
Parables Being Revealed
God wants to release great revelation;
especially in the area of business and finance. Specific words will be
given to marketplace prophets on "what field to buy that has treasure in
it." This will be both for land and other financial investments. (Matt.
13:44) It was the merchant (business leader) who found the pearl of great
price. First of all will come complete surrender to the will of God and
then the Lord will begin to reveal where to buy the pearls of great price.
Specific Timetable for the
Year
The Lord spoke to us very clearly that timing
was critical on what happened in the Iraq war. If we went in too soon, it
would cause a demonic force to rise up that would be far worse than what
we had previously had in place in Iraq. It was very strong to us that we
were not to go into Iraq too soon. If we do it could be disastrous for
the allies. We prayed for God's timing for the war - especially the
admonition for it not to take place before January 15th. We declared that
war would not begin until after February 18. We do believe we will go to
war before mid-March.
Chuck Pierce was encouraged to reiterate a
dream that he had on Monday, September 24, 2001. He dreamed the
following:
In the dream, I was standing, looking at a huge lake. The lake was
covered with a coat of thin ice. A puzzle piece would drop from heaven and
I would very carefully walk out upon the icy lake and put the piece in
place. Before long, I recognized the puzzle that was covering the lake was
a map of the United States. I finally laid the last piece of the puzzle in
place. It was the state of New Mexico. Once I did that, it was as if I
ascended three levels into the heavens. The best way to describe this
ascension was a staircase that would go up. At each floor there was a
meeting room where I would watch a counsel convening and discussing their
plans. The Lord would say: "Come Up Higher". I would then walk up to the
next level. These meetings were governmental type meetings. I would watch
these meeting as they occurred. On the third floor I was able to walk
into the council and see all the key issues regarding the United States
and its future. Because I was at a higher level, I could fully see the key
places in the United States where the Church needed to reinforce itself. I
could also see key cities that needed to be at "watch" carefully against
the enemy's plan. It seemed as if I could also see the time frame that was
necessary for the Church to intercede so that the wisdom of God could come
into full maturity and be executed in the earth realm. While I was
watching from this third floor, the Lord's counsel room, someone from the
second floor began to approach the puzzle map that was in place upon the
lake. I began to yell, " Not yet! Not yet!" He could not hear my voice and
proceeded without caution, causing the ice to break and the entire puzzle
plan to fall into the lake. I then awakened. In discussing this
dream with Native Leaders who understand natural principles in the earth,
I learned that the ice begins to thicken from January 15 and becomes the
thickest in mid-February. Actually, the date given was Feb. 18.
Therefore, I believe if we pray now, we can establish the course of
ultimate victory. I believe the strategies are being established now."
If God's people pray and set the right foundation even in the midst of the
war ahead, we will have victory. However, we knew that to go to war
before February 18 would be disastrous. Now, certain issues are aligning.
As of February 18,
1. Optimum level of troop strength has not quite arrived because of
logistical difficulties.
2. Turkey is the crossroads nation. Therefore, pray specifically for
Turkey.
3. The U.S. President, George W. Bush, is finding his footing in the midst
of anti-war controversy. However, he is not the type to compromise his
stand.
4. Israel is so key to have its government in place.
5. We must pray Daniel 7 - that Satan is not allowed to change times or
laws that could set a wrong course worldwide.
Iraq War
The cup of judgment is full of Saddam
Hussein. Jeremiah 51:27-29 says, "Set up a banner in the land, Blow the
trumpet among the nations! Call the kingdom together against her: Arat,
Minni, and Ashkenaz. Appoint a general against her. Cause the horses to
come up like the bristling locusts. Prepare against her the nations with the
kings of the Medes, its governors and all its rulers, And the land will
tremble and sorrow; For every purpose of the Lord shall be performed against
Babylon." We felt that we needed to pray against casualties that might
happen in war - both on the allies' side and the Iraqi side. With this we
remembered a dream told by a young man that said that Isaiah is about to be
released. We prayed to release Isaiah and particularly the passage from
Isaiah 30:31. The passage addresses Assyria, which is modern day Syria. We
felt a strong admonition to watch Syria that God wants to do an Is. 30-31
work against her. The word of the Lord came to us in an admonition for
America that this war must be fought from a position of humility and not
pride. As we come in humility, the Lord will give the victory. One reason
that God is speaking to President Bush so strongly is to protect Israel.
We must pray for the right government to come into place after Saddam
Hussein is out or the nation will be like the picture of the house swept
clean and seven more wicked then the first one comes in. Watch a three-fold
situation try to arise with Iraq, Assyria (Syria) with Egypt in the balance.
Egypt is currently like Switzerland.
The elements: God would fight with the elements. This battle is about
bringing down the strongman of Islam and breaking open the Middle East. The
spirit of Allah is working to form an Arab coalition to resist in the
battle. God will humiliate the spirit over Islam. (Ps. 83:16.) We prayed
against the spirit of confusion that rests when you start to fight against
Babylon. We also proclaimed that the media would turn and it would be the
true prophets of God who would speak to the media.
We recently received this word from Rick Ridings in Israel. Since the time
of our meeting, he feels even more strongly since returning to Israel about
this being the time that God wants to establish His borders in the Middle
East.
Worship
In the time of war, worship will be critical
in turning the battle. There is a new level of worship that the Lord is
taking us to that is a marriage of intimacy but also releases the sound of
war. Shields of protection will be established over cities through
worship. Ps. 27:25 "For in the time of trouble He shall hide me in
His pavilion." Youth will worship God on beaches and in parks.
Worship will be released into every sector of society. This will release
"presence evangelism" where the power of God is manifested into regions.
The Lord spoke to us and said. "Are you willing to take my presence into
the city?" Altars of worship will be set up in businesses. Top leaders
of the business world will establish times of worship for their companies.
God is raising up worshiping warriors. This is a new breed in the
earth.
