In three years, Jesus unfurled the DNA of ministry--past, present and future. The entire blueprint is captured in those brief three years. The spectrum of ministry is framed in Matthew, Mark, Luke and John. Peek through the portal of the words written in red, and you will find the foundation of every ministry that has ever truly existed or is yet to exist. Once you establish that fact in your spirit, then you begin to envision the call of God on your life and its deep eternal ramifications on planet earth.

Winning the world for Jesus has been one of the most dialogued, written about and debated subjects in history, and it continues to mystify the masses. This single subject alone generates more books and essays than possibly any other. Yet, when you peel back the layers of modern theology, the blueprint of ministry stands out blatantly clear like an ancient treasure map waiting to be discovered. You suddenly realize the eternal plan of the ages--winning the world is ONE CITY AT A TIME.
As Jesus emerged from the desert, overcoming the temptations of the devil, He stepped into the shadowed edifice of the temple and opened Isaiah 61 and read out loud to the stunned audience, "The Spirit of the Lord GOD is upon Me; because the LORD hath anointed Me to preach good tidings unto the meek; He hath sent Me to bind up the brokenhearted, to proclaim liberty to the captives, and the opening of the prison to them that are bound…"
On that fateful day, the public ministry of Jesus began. It wasn't met with high profile endorsements, book reviews or fanfare; to the contrary, Jesus faced the sharp brow of the city, and the course of His ministry was set as He looked down at the rocks below. Later in this same chapter, a very revealing statement is made by the Lord, which is the first clue on the road to ministry, "And He said unto them, 'I must preach the Kingdom of God to other cities also: for therefore am I sent.'" Luke 4:43
In that one brief moment in time, the strategy for "world missions" and "evangelism" was revealed to millions that would someday follow in His footsteps and say "I must preach the Kingdom of God to other cities also…" The pressing, unshakable gravity of the Kingdom, compelled Jesus forward into new regions and cities to propagate Heavenly seeds that would someday grow up into historic revivals. This mandate for ministry is still the standard today. WE CAN WIN THE WORLD, ONE CITY AT A TIME!

The Acts Church Takes Cities
Fast forward with me if you will to another Red letter text in Acts chapter 1, and again you will see Jesus casting the plumb line for world evangelization, "But you shall receive power when the Holy Spirit has come upon you; and you shall be witnesses to Me in Jerusalem, and in all Judea and Samaria, and to the ends of the earth." Acts 1:8.
Once the Holy Spirit came upon them just as He did on Jesus in the muddy waters of the Jordan, He would be the compass of world harvest and missions--ONE CITY AT A TIME. From what Jesus is stating, we can conclude that cities are the keys that open the doors to nations and worldwide revival. As we target the cities of the earth, both small and large, we begin to topple the network of darkness that plays a monopoly in these metropolitan centers.
These concrete and manmade epicenters become the radius by which the Holy Spirit moves and transforms the world. Ministers, we must begin to concentrate our efforts in our cities or risk again that world harvest will hide from this generation as it has those before it. Jeremiah prophesied that tragic end to a church era when he prophesied, "The harvest is past, the summer is ended, and we are not saved." Jeremiah 8:20
The Church must come out of the contemporary mindset that abandons the streets and infrastructure of its cities and begin to invade them with every form of ministry and creativity at our disposal. Once we begin to open up this ancient strategy that Jesus first laid out, we will see the Heavens open and entire cities filled with joy as Phillip did. This is the "treasure" that Isaiah described that was "out of darkness" and within reach of every believer.

Let's fast forward again and see this same divine strategy at work one more time. Philip must have taken a page from His Master's playbook as he went down to Samaria despite the current condition or trends of the Church. Rather than setting up a tent outside of Samaria, Phillip dove directly into the line of fire and hit the bull's eye. He didn't dodge the fiery darts of the enemy, he went headlong toward them and dared the powers that be to confront him. Phillip went to downtown Samaria and set up camp.
If we would simply apply this profound principle discovered in Acts chapter 8, we would see harvest exponentially progressed in every city of the world. Rather than expecting the world to meander into our meetings one by one, we would put every convocation we conscripted into the direct line of fire and within yards of the city streets, gambling casinos and red light districts. We would rent halls, theatres, arenas and other downtown venues and unleash the glory of God that we are so fond of fostering and talking about. Let the glory finally do what it was always created to do--WIN THE WORLD TO JESUS.
